ALEXANDER ESTATES HOMEOWNERS ASSOCIATION BOARD MINUTES
August 27, 2018 6:30 p.m.

Items discussed:
I. All board members, Cheri Van Ackern, president, Ted Ranieri, vice-president, and Denise Hazzard, secretary/treasurer, were present at Ted’s residence.
II. The meeting was called to order at 6:30 p.m. Minutes of the previous meeting were read and approved.
III. Covenant Violations/Unscreened Vehicles & Trash Cans - The board driveways would like to remind all homeowners to review the covenants concerning trash cans left in front of their homes, plus trailers, campers, boats, unused vehicles, etc. being parked in front of houses. Trash cans are to be stored inside the garage or screened. Vehicles not moved within 2 weeks must be screened or in a garage. Those in violation will be receiving a phone call/letter with concerns. The board would like to remind all homeowners that following these basic requirements keeps our neighborhood looking better, reduces neighbor disputes, and enhances property values.
IV. Sign Landscaping - The board discussed at length the concerns of proceeding with a landscaping plan around the entrance sign at County Road 15 and Alexander Drive. The HOA does not have its own sources for water or power to the sign area, complicating any efforts at establishing and maintaining plantings and lighting the sign. Denise reported on contacting an excavator/plumber to install a water meter and plumbing to the neighborhood sign, by tapping into the water source at Paulks. Although one plumber met with Denise in May, he has never replied back with a bid. An agreement would be needed with the Paulks to utilize their water. The HOA would be responsible for reading the meter and reimbursing the Paulks. The agreement would need to be written to apply to any future owner of the lot as well. The board determined that the initial installation expense, even if we can find someone interested in doing the work, and the potential on-going difficulties with such an arrangement, outweighed the benefits. It was then decided by the board to gear toward more of a rockscape design to eliminate the need for all above mentioned concerns. Cheri agreed to draw up a design that included a cement border, rocks for not only coverage but interest and possible sedum or similar xeriscape plants which require very little water. Denise recommended that if needed we could hire a landscaper periodically to maintain the area.
V. Road Conditions - Road deterioration in the neighborhood has become more concerning. Ted agreed to contact the Town of Windsor to see what their plans are for repair.
VI. Flag Display - Several neighbors have voiced concern about undeposited checks to the Lion’s Club for the flag display. Denise will investigate and find a solution.
VII. Neighborhood Potluck - The board was unable to come up with a date for the neighborhood potluck this year due to conflicting schedules. They agreed to try again next year.
